Official title: A bill to penalize unauthorized direct access to or alteration of individual medical records through a telecommunications device.

Imposes criminal penalties upon any person who knowingly uses a telecommunications device to obtain unauthorized direct access to any medical record. Provides for a fine of not more than $5,000 or imprisonment for not more than one year if no information is altered, and a fine of $25,000 or imprisonment for more than five years if such act is done with the intent to alter information in a medical record.
