Official title: A bill to amend title XIX of the Social Security Act to require skilled nursing facilities and intermediate care facilities that participate in the medicaid program to make available at least the average proportion of beds available in the State to medicaid patients.

Authorizes Medicaid beneficiaries who are denied admission to such facilities in violation of this Act to bring an action in an appropriate State court.
