New-born Genetic Screening Act of 1986 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Centers for Disease Control, to make program grants to States and local governments for neonatal screening programs for genetic diseases in new-born infants. Sets forth application requirements. Requires the Secretary to report to Congress by December 30, 1987, and December 30, 1989, regarding such program's effectiveness. Makes Indian tribes eligible for such grants. Authorizes FY 1987 through 1989 appropriations.
