Official title: A bill to amend title XVIII of the Social Security Act to require an annual report from the Director of the Congressional Office of Technology Assessment on changes in payment amounts for certain surgical transplantation procedures.

Directs the Director to recommend to the Secretary of Health and Human Services changes in the amounts that should be recognized as reasonable for purposes of Medicare payments.
