Official title: A bill to require hospitals to provide care or arrange for care for individuals in emergency medical conditions without regard to their ability to pay for the care.

Makes any hospital which fails to provide such care ineligible to receive such funds. Directs the Secretary of Health and Human Services to take action to inform the public of the requirements of this Act.
