Official title: A bill to redesignate the Under Secretary for Health and Human Services in the Department of Health and Human Services as the Deputy Secretary of Health and Human Services and to establish the positions of Under Secretary for Health and Under Secretary for Human Services in such Department.

Makes the Under Secretary for Health responsible for the Public Health Service, the Health Care Financing Administration, and the Office of Assistant Secretary for Health. Makes the Under Secretary for Human Services responsible for the Social Security Administration, the Office of Human Development Services, and the Office of Community Services.
