Official title: A resolution to express the sense of the House of Representatives that the United States of America should establish and actively and immediately pursue a national energy plan that emphasizes and demands the use of domestic coal as a means of displacing current foreign energy imports, and for other purposes.

States that the President should submit to Congress within 60 days of enactment a plan which will achieve the goals of this resolution.
