Amends part A (General Provisions) of title XI of the Social Security Act to permit a State to withdraw Federal funds necessary to make expenditures for programs under titles IV (Aid to Needy Families with Children and Child Welfare), XIX (Medicaid), and XX (Grants to States for Services) of the Act, either: (1) at times to assure that funds are available in the State treasury when the State issues checks with respect to such expenditures; or (2) at a later date.
