Official title: A joint resolution proposing that a Presidential commission be established to study full implications of compliance with the Clean Air Act, as amended, and adjusting the criteria that is used in monitoring air quality.

Prohibits, during the study and for six months thereafter, the monitoring of stationary source stack emissions by the Environmental Protection Agency on any time schedule less than an average of the previous 30 days.
