Requires a mandatory sentence of not less than two years and which may be up to life imprisonment for specified cases of second degree murder convictions. Requires a mandatory sentence of not less than two years for convictions to crimes involving the use of a firearm. Specifies mandatory sentences for crimes involving heroin. Increases the sentences of repeated Federal offenders.
