Official title: A bill to amend the Immigration and Nationality Act to remove the distinction between Eastern and Western Hemisphere immigrants, to establish an immigration ceiling.

Redefines "special immigrant" so that the term does not apply only to immigrants from the Western Hemisphere. Repeals the percentage system of admitting specified immigrants.
