Section 1. Short title

This Act may be cited as the Home Modifications for the Climate Crisis Act.

Section 2. Home modifications

Section 321 of the Older Americans Act of 1965 (42 U.S.C. 3030d) is amended—

(1) in subsection (a)(4)—

(A) by striking or (D) and inserting (D); and

(B) by striking Urban Development; and inserting Urban Development; (E) to provide the homes of older individuals with air-quality monitors and air-quality improvements, including through ventilation upgrades and indoor pollutant source reductions like home electrification and integrated pest management, to mitigate poor indoor air quality caused by gas appliances, pesticide application, and air pollutants (as defined in section 302 of the Clean Air Act (42 U.S.C. 7602)); (F) to assist older individuals in modifying homes to ensure adequate cooling, heating, air quality, and energy efficiency, prioritizing technologies that reduce greenhouse gas emissions, indoor pollution, and toxic substances; or (G) to assist older individuals in obtaining assistance for utility and power expenditures through a program under the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621 et seq.) or any other program administered by the Secretary of the Interior or the Secretary of Energy;;

(2) by redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and

(3) by inserting after subsection (c) the following:

(d) Services authorized under subsection (a)(4) include such services with respect to homes that are—

(1) multi-family dwellings;

(2) rental homes, including rental units; or

(3) occupied by an older individual living with another resident who is not an older individual.
