Section 1. Short title

This Act may be cited as the Fishing Industry Safety, Health, and Wellness Improvement Act of 2025.

Section 2. Fishing safety training and research grants programs

Section 4502 of title 46, United States Code, is amended—

(1) in subsection (i)—

(A) in paragraph (1)—

(i) in subparagraph (A)(ii), by striking and after the semicolon;

(ii) by redesignating subparagraph (B) as subparagraph (C); and

(iii) by inserting after subparagraph (A) the following:

(B) to conduct safety and prevention training that addresses behavioral and physical health risks, that include substance use disorder and worker fatigue, facing fishing vessel operators and crewmembers; and

(B) in paragraph (2)—

(i) by striking, in consultation with and based on criteria established by the Commandant of the Coast Guard; and

(ii) by striking subsection on a competitive basis. and inserting “subsection—

(A) on a competitive basis; and

(B) based on criteria developed in consultation with the Commandant of the Coast Guard.

(ii) ; and

(C) in paragraph (4), by striking $3,000,000 for fiscal year 2023 and inserting to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2025 through 2029; and

(2) in subsection (j)—

(A) in paragraph (1), by inserting, and on understanding and mitigating behavioral and physical health risks, that include substance use disorder and worker fatigue, facing members of the commercial fishing industry after weather detection;

(B) in paragraph (2)—

(i) by striking, in consultation with and based on criteria established by the Commandant of the Coast Guard,; and

(ii) by striking subsection on a competitive basis. and inserting the following: “subsection—

(A) on a competitive basis; and

(B) based on criteria developed in consultation with the Commandant of the Coast Guard.

(ii) ; and

(C) in paragraph (4), by striking $3,000,000 for fiscal year 2023 and inserting to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2025 through 2029.
