Section 1. Short title
This Act may be cited as the Continuity of Military Parents’ Academic Schooling and State Standards Act of 2026 or the COMPASS Act.
Section 2. Purposes
The purposes of this Act are—
(1) to ensure uninterrupted educational continuity for military-connected students;
(2) to reduce administrative and legal burdens caused by frequent relocations;
(3) to prevent conflicting State homeschooling requirements from penalizing military families;
(4) to support family stability and readiness of servicemembers (as defined in section 101 of the Servicemembers Civil Relief Act (50 U.S.C. 3911)) during transitions; and
(5) to align homeschooling treatment more closely with existing protections tied to domicile and legal residence afforded to military families under Federal law.
(a) In general
Title VII of the Servicemembers Civil Relief Act (50 U.S.C. 4021 et seq.) is amended by adding at the end the following new section:

A dependent child of a servicemember who is educated at home and is covered by military orders for a permanent change of station to a location shall be considered in compliance with all compulsory education and homeschooling provisions of law of the State of the location, if such dependent child is in compliance with all the compulsory education and homeschooling provisions of law of such State or the State of the legal residence of the servicemember.
(b) Definition of child
In this section, the term child has the meaning given such term in section 101 of title 38, United States Code.
(b) Clerical amendment
The table of contents in section 1(b) of such Act is amended by inserting after the item relating to section 707 the following new item:
