Section 1. Short title

This Act may be cited as the Housing Opportunities for Moving to Empowerment for Foster Youth Act or the HOME for Foster Youth Act.

(a) In general

Section 8(x)(2) of the United States Housing Act of 1937 (42 U.S.C. 1437f(x)(2)) is amended—

(1) by striking leave foster care within 90 days and inserting leave foster care within 180 days; and

(2) by striking and is homeless or is at risk of becoming homeless at age 16 or older.

(b) Education and Training Voucher amounts

Section 3(b)(4) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)(4)) is amending by adding at the end the following:

(F) Education and Training Voucher amounts

Such term does not include any amounts a family receives from the Education and Training Vouchers authorized under section 477(i) of the Social Security Act.

(c) Updating of guidance and notices

The Secretary of Housing and Urban Development shall update all guidance, notices, and other materials produced by the Department of Housing and Urban Development relating to eligibility for assistance under section 8(x) of the Housing Act of 1937 to carry out the amendments made by this section.

Section 3. Interagency Coordination and Program Streamlining

The Secretary of Housing and Urban Development and the Secretary of Health and Human Services shall, using amounts available to the Secretary of Housing and Urban Development to carry out the program under section 8(x) of the United States Housing Act of 1937, modernize and improve access to housing assistance and supportive services for current and former foster youth.
