One Giant LEAP Act

Section 1. Short title

This Act may be cited as the One Giant Licensing Electronic Application Portal Act or the One Giant LEAP Act.

(a) In general

Chapter 509 of title 51, United States Code, is amended by adding at the end the following new section:

(a) Establishment

Not later than one year after the date of the enactment of this section, the Secretary of Transportation shall establish an electronic system (in this section referred to as the Portal) for processing applications and carrying out other secretarial functions with respect to licenses and other approvals under this chapter.

(b) Functions

The Portal shall facilitate the following functions:

(1) Submitting and modifying an application referred to in subsection (a).

(2) Logging communications regarding an application, license, or other approval under this chapter, between any of the following:

(A) The Secretary of Transportation.

(B) Each applicant for, and each recipient of, such approval.

(C) Each head of a Federal department or agency consulted pursuant to section 50918.

(3) Managing the submission of, and access to, documentation relating to such approval.

(4) Making secretarial determinations with respect to such application.

(5) Displaying to the Secretary and the relevant applicant information relating to the following:

(A) The following dates, as applicable:

(i) The date on which pre-application consulting began.

(ii) The date such applicant submitted such application.

(iii) The date on which the Secretary accepted or rejected such application.

(iv) Each date on which such applicant requested a modification to such application.

(v) Each date on which the Secretary so modified such application.

(vi) If the Secretary consults with the head of another Federal department or agency regarding such application pursuant to section 50918, the following:

(I) The date on which such consultation begins.

(II) The date on which such consultation ends.

(vii) The date on which either of the following occur:

(I) The Secretary carries out the function for which such applicant submitted such application.

(II) The Secretary denies such application.

(B) The number of days between the date referred to in clause (i) of subparagraph (A) and the date referred to in subclause (vii) of such subparagraph.

(C) The number of days between the date referred to in clause (ii) of such subparagraph and the date referred to in subclause (vii) of such subparagraph.

(D) The status of such application.

(6) Displaying to the public information relating to the following:

(A) The following dates, as applicable:

(i) The date such applicant submitted such application.

(ii) The date on which the Secretary accepted or rejected such application.

(iii) Each date on which such applicant requested a modification to such application.

(iv) Each date on which the Secretary so modified such application.

(v) The date on which either of the following occur:

(I) The Secretary carries out the function for which such applicant submitted such application.

(II) The Secretary denies such application.

(B) The status of such application.

(b) Clerical amendment

The table of sections for chapter 509 of title 51, United States Code, is amended by adding at the end the following new item:
