Section 1. Short title
This Act may be cited as the Consumer Price Information Act of 2026.
Section 2. Findings
Congress finds the following:
(1) Major rules may impact consumer prices for essential goods and services.
(2) Clear communication regarding any such impact can improve public understanding and support informed policymaking.
(3) Providing consistent consumer price information promotes transparency and trust in government decision-making.
(a) Requirement
For any major rule issued by the head of an agency, the issuing agency shall publish a Consumer Price Information Statement as described in subsection (c).
(b) Contents
Each Consumer Price Information Statement required by subsection (a) shall include the following:
(1) A qualitative or quantitative description of any potential impact of the relevant major rule on consumer prices for the following:
(A) Energy, including electricity, gasoline, and natural gas.
(B) Food and groceries.
(C) Housing and utilities.
(D) Transportation.
(E) Health care and insurance.
(2) An identification of populations that may be more sensitive to any such impact, including the following:
(A) Low-income households.
(B) Seniors.
(C) Rural communities.
(3) A description of any regional variation with respect to any such impact, where applicable.
(4) A summary of key assumptions and methodologies used to prepare the Consumer Price Information Statement.
(c) Publication; availability
Each Consumer Price Information Statement required by subsection (a), at the time the relevant major rule is proposed, shall be—
(1) published in the Federal Register with such major rule; and
(2) made publicly available on the website of the issuing agency.
(d) Definitions
In this Act:
(1) Agency
The term agency has the meaning given that term in section 551 of title 5, United States Code.
(2) Major rule
The term major rule has the meaning given that term in section 804 of title 5, United States Code.
(e) No new appropriations
No additional amounts are authorized to be appropriated to carry out this Act, which shall be carried out solely using amounts otherwise authorized to be appropriated or otherwise made available to agencies.
(f) Effective date
This section shall apply beginning on the date that is 60 days after the date of the enactment of this Act.
