Section 1. Short title
This Act may be cited as the War Powers Priority Procedures Modernization Act.
(a) Congressional action
Section 5(c) of the War Powers Resolution (50 U.S.C. 1544) is amended by inserting or joint resolution after concurrent resolution.
(b) Congressional priority procedures for concurrent resolution or joint resolution
Section 7 of the War Powers Resolution (50 U.S.C. 1546) is amended—
(1) in the section heading, by inserting or joint resolution after concurrent resolution;
(2) by inserting or joint resolution after concurrent resolution each place it appears; and
(3) by adding at the end the following:
(e) In the case that a joint resolution passed by both Houses should be vetoed by the President, the time for debate in consideration of the veto message on such joint resolution shall be limited to 20 hours in the Senate and 20 hours in the House of Representatives.
(f) Notwithstanding section 1013 of the Department of State Authorization Act, Fiscal Years 1984 and 1985 (50 U.S.C. 1546a), the priority procedures under this section shall apply where a joint resolution is introduced in either House which requires the removal of United States Armed Forces engaged in hostilities outside the territory of the United States, its possessions and territories without a declaration of war or specific statutory authorization.
