Section 1. Short title

This Act may be cited as the American Families First Assistance Act.

Section 2. Alien eligibility for temporary assistance for needy families

Section 402 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1612) is amended—

(1) in subsection (b)(3), by repealing subparagraph (A); and

(2) by adding at the end the following:

(1) In general

Notwithstanding any other provision of law and except as provided in paragraph (2), an alien who is a qualified alien (as defined in section 431) is not eligible for the program of block grants to States for temporary assistance for needy families under part A of title IV of the Social Security Act.

(2) Exception

Paragraph (1) shall not apply to an alien who is described in paragraph (1), (7) (with respect to a national of Cuba), or (8) of section 431(b).
