Section 1. Short title
This Act may be cited as the Dr. William W. Sullivan TRIO Upward Bound Student Stipend Support Act.
Section 2. Maximum stipends
Section 402C(f) of the Higher Education Act of 1965 (20 U.S.C. 1070a–13(f)) is amended—
(1) by striking Youths participating and inserting the following:
(1) Maximum stipends through fiscal year 2027
Subject to paragraph (2), youths participating
(1) ;
(2) by striking $60 per month and inserting $60 per month (or, with respect to any project assisted under this section for fiscal year 2027, $180 per month);
(3) by striking $300 per month and inserting $300 per month (or, with respect to any project assisted under this section for fiscal year 2027, $900 per month);
(4) by striking $40 per month and inserting $40 per month (or, with respect to any project assisted under this section for fiscal year 2027, $120 per month);
(5) by inserting after the second sentence the following: Veterans participating in a project assisted under this section for fiscal year 2027 and specifically designed for veterans under subsection (d)(6) may be paid stipends not in excess of $300 per month.; and
(6) by adding at the end the following:
(A) Fiscal year 2028
In determining maximum stipend amounts with respect to any project assisted under this section for fiscal year 2028, each of the dollar amounts referenced in paragraph (1) for fiscal year 2027 shall be increased by a percentage equal to the estimated percentage change increase in the Consumer Price Index (as determined by the Secretary, using the definition in section 478(f)), and rounding the result to the nearest $10.
(B) Fiscal year 2029 and each succeeding fiscal year
In determining maximum stipend amounts with respect to any project assisted under this section for fiscal year 2029 and each succeeding fiscal year, each of the dollar amounts determined under this paragraph for the preceding fiscal year shall be increased by a percentage equal to the estimated percentage change increase in the Consumer Price Index (as determined by the Secretary, using the definition in section 478(f)), and rounding the result to the nearest $10.
