(a) In general

The Architect of the Capitol shall install, in not less than 1 restroom in the Library of Congress and the Capitol Visitor Center, an adult changing room.

(b) Adult changing room defined

In this section, the term adult changing room means a private, fully accessible restroom equipped with features such as an adult-sized changing bench, various safety rails attached to a secure surface, a mounted or movable hoist, and sufficient space for 1 or 2 caregivers.
