Section 1. Short title

This Act may be cited as the Strengthening Uniform Procedures to Prevent the Loss, Incineration, and Expiration of Supplies Act or the SUPPLIES Act.

(a) Procedures required

Not later than 60 days after the date of the enactment of this Act, the Secretary of State and the Administrator of the United States Agency for International Development shall establish procedures on the disposition of residual inventory of unused supplies or commodities upon the termination or completion of a project or program. Such procedures shall prioritize ensuring that such supplies or commodities are not diverted, destroyed, or otherwise expire without use.

(b) Publication

The Secretary of State and the Administrator of the United States Agency for International Development shall publish the procedures established pursuant to subsection (a) on publicly available websites of the Department of State and of the United States Agency for International Development, respectively.

(c) Commodity defined

For purposes of this section, the term commodity means a perishable or nonperishable commodity or product (including medicine, vaccines, medical devices, food, and food commodities) that is procured, managed, controlled, or held in warehouses, ships, shipping containers, or any other storage facility, by the United States Government or by a foreign assistance implementing partner of the United States Government for the purpose of providing foreign assistance.
