(a) Sense of Congress
It is the sense of Congress that the Bureau of Overseas Building Operations of the Department of State, or any successor office, shall, to the greatest extent possible, give appropriate consideration to standardization in construction, such that each new United States embassy and consulate starts with a standard design and keeps customization to a minimum.
(b) Congressional notification required
The Secretary of State may only carry out a covered project that uses a nonstandard design if, not later than 15 days prior to the obligation of funds for such project, the Secretary submits to the appropriate congressional committees a notification of such project, including the following information:
(1) A comparison of the estimated full lifecycle cost of the project to the estimated full lifecycle cost of such project if such project were constructed using a standard design.
(2) A comparison of the estimated completion date of such project to the estimated completion date of such project if such project were constructed using a standard design.
(3) A comparison of the security of the completed project to the security of such completed project if such project were constructed using a standard design.
(4) A justification for the Secretary’s selection of a nonstandard design over a standard design for such project.
(5) Documentation to support the information required in paragraphs (1) through (4) or, if any such documentation cannot be provided, an explanation as to why such documentation cannot be provided.
(c) Definitions
In this section:
(1) Appropriate congressional committees
The term appropriate congressional committees means—
(A) the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and
(B) the Committee on Foreign Relations and the Committee on Appropriations of the Senate.
(2) Covered project
The term covered project —
(A) means a project to construct a new United States embassy compound or new United States consulate compound; and
(B) includes such projects that are in the design or pre-design phase on the date of the enactment of this Act.
