Section 8062 of title 10, United States Code, is amended—
(1) by redesignating subsection (h) as subsection (i); and
(2) by inserting after subsection (g) the following new subsection:
(h) With respect to a flight demonstration or training event of the United States Navy Flight Demonstration Squadron near Pensacola, Florida, the Secretary of the Navy may make contracts in advance of appropriations and incur obligations without regard to section 1341, 1342, 1349, 1350, and 1351, and subchapter II of chapter 15 of title 31.
