Section 1. Short title

This Act may be cited as the Blue Envelope Awareness Act.

(a) In general

Section 501(a)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10152(a)(1)) is amended by adding at the end the following:

(L) Blue envelope programs.

(b) Definition

Section 901(a) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10251(a)) is amended by adding at the end the following:

(34) The term blue envelope program means a program that provides assistance to individuals with speech, hearing, or developmental disabilities communicate more effectively with law enforcement officers during traffic stops by—

(A) distributing blue envelopes in which such individuals may keep documentation relating to their disability to present to law enforcement officers; and

(B) providing training to law enforcement officers on interacting with such individuals.
