Section 1. Short title

This Act may be cited as the Parental Workforce Training Act.

(a) Grants authorized

From the amount appropriated under subsection (f), and not later than 1 year after the date of enactment of this Act, the Secretary of Labor shall award grants, on a competitive basis, to local boards to provide assistance to eligible individuals to cover the costs of childcare services as supportive services.

(b) Application

To be eligible to receive a grant under this Act, a local board shall submit an application to the Secretary, at such time, in such manner, and containing such information as the Secretary may require.

(c) Uses of funds

A local board that receives a grant under this Act shall provide funds to eligible individuals who are participating in an employment and training activity in the local area served by such local board, for such individuals to cover the costs of childcare services as supportive services with the childcare provider of their choice, so long as such childcare provider is in compliance with all applicable State and local laws related to quality requirements and standards for providing childcare services.

(d) Report

Not later than 1 year after the date that the Secretary awards the first grant under subsection (a), the Secretary shall submit to Congress a report on the effect of the grants on the individuals who received assistance, including the enrollment and completion rates of such individuals in employment and training activities.

(e) Definitions

In this Act:

(1) Eligible individuals

The term eligible individual means an individual who—

(A) has one or more dependent children; and

(B) is participating in an employment and training activity.

(2) WIOA terms

The terms employment and training activity, local area, local board, and supportive services have the meanings given such terms in section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102).

(f) Authorization of appropriations

There are authorized to be appropriated $10,000,000 to carry out this Act.
