Section 1. Short title
This Act may be cited as the Home Energy Assistance in Times of Shutdown Act or the HEATS Act.
Section 2. Funding for LIHEAP during a Federal Government shutdown
Out of any money in the Treasury not otherwise appropriated, there is appropriated such sums as are necessary to pay, during any period of a lapse in discretionary appropriations during any fiscal year, for making payments under section 2602(b) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(b)) during such lapse.
