Stronger Schools Act

Section 1. Short title

This Act may be cited as the Stronger Schools Act.

(a) In general

The Secretary of Education shall make grants, on a competitive basis, to local educational agencies to perform the physical improvements referred to in subsection (b) for elementary schools and secondary schools served by such agencies.

(b) Use of funds

Each local educational agency receiving a grant under subsection (a) shall use such funds to ensure each elementary school and secondary school served by such agency—

(1) hires a school resource officer who carries a firearm; and

(2) establishes a single point of entry that includes a locked anteroom—

(A) in which all guests of such school are inspected by such officer prior to entry into another area of such school; and

(B) which has metal detectors at such point of entry.

(c) Application

To receive a grant under subsection (a), a local educational agency shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.

(d) Report

Not later than 1 year after the date of the enactment of this section, the Secretary shall submit to Congress a report on the implementation of subsection (a).

(e) Definitions

In this section:

(1) ESEA terms

The terms elementary school, local educational agency, secondary school, and State educational agency have the meaning given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).

(2) School resource officer

The term school resource officer has the meaning given such term in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10389).
