Section 1. Short title
This Act may be cited as the No Tariffs on Groceries Act.
(a) In general
The President may not impose duties proposed by the Presidential Administration on articles of food unless—
(1) the President transmits to Congress a request to impose such duties; and
(2) such request is subsequently and specifically approved by an Act of Congress.
(b) Exception
The limitation in subsection (a) shall not apply with respect to existing tariff-rate quotas on articles of food.
(c) Articles of food defined
In this section, the term articles of food means—
(1) articles used for food or drink for man or other animals;
(2) articles used for components of any articles described in paragraph (1); and
(3) seeds, fertilizers, manures, and agro-chemicals.
