Section 1. Short title
This Act may be cited as the Water Crisis Prevention Act of 2025.
(a) In general
Not later than 6 months after the date of enactment of this Act, the Comptroller General of the United States shall conduct a review of the existing funding from the Federal Emergency Management Agency that States, localities, individuals, and small businesses are eligible for following a water infrastructure failure, including a water main break, both in instances in which an emergency declaration has been declared and in which an emergency declaration has not been declared.
(b) Report
Upon completion of the study required under subsection (a), the Comptroller General shall submit to Congress a report describing the results of such study, including recommendations for—
(1) Federal entities to partner with States to identify areas most at risk of future disasters caused by water infrastructure failure; and
(2) ways in which Congress could provide funding to mitigate disasters by addressing water infrastructure most at risk of failure.
