Section 1. Short title

This Act may be cited as the Magnus White Cyclist Safety Act of 2025.

Section 2. Final rule

Not later than 3 years after the date of the enactment of this Act, the Secretary shall issue a final rule to establish minimum performance standards requiring that an automatic emergency braking system installed in any new covered vehicle shall be capable of—

(1) functioning in daylight and low light conditions;

(2) meeting the maximum activation speed threshold for such covered vehicle; and

(3) detecting and responding to a vulnerable road user, including with respect to the entire range of colors and complexions presented by skin, clothing, and protective gear.

Section 3. Compliance date

In issuing the final rule pursuant to section 2(a), the Secretary shall establish a date for required compliance with the final rule of not later than 2 motor vehicle model years after the model year during which the date of the issuance of the final rule occurs.

Section 4. Definitions

In this Act:

(1) Automatic emergency braking system

The term automatic emergency braking system has the meaning given the term in section 127 of part 571 of title 49, Code of Federal Regulations.

(2) Covered vehicle

The term covered vehicle includes passenger cars, multipurpose passenger vehicles, and trucks with a gross vehicle weight rating (GVWR) of 4,536 kilograms (10,000 pounds) or less.

(3) Multipurpose passenger vehicle

The term multipurpose passenger vehicle means a motor vehicle that—

(A) is capable of carrying a maximum of 10 people; and

(B) is built—

(i) on a truck chassis; or

(ii) with special features for occasional off-road use.

(4) Passenger car

The term passenger car means a motor vehicle that—

(A) is capable of carrying a maximum of 10 people; and

(B) is not a motorcycle, trailer, or multipurpose passenger vehicle.

(5) Secretary

The term Secretary means the Secretary of Transportation.

(6) Vulnerable road user

The term vulnerable road user —

(A) has the meaning given the term in section 148(a) of title 23, United States Code; and

(B) includes bicyclists, motorcyclists, and other cyclists.
