Section 1. Short title

This Act may be cited as the Gabriel Rosenberg Dyspraxia/DCD Coverage Act.

Section 2. Study on insurance coverage of dyspraxia/DCD

Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall conduct a study and submit to Congress a report on coverage of items and services relating to the treatment of dyspraxia/developmental coordination disorder (DCD) under group health plans (as defined in section 2791 of the Public Health Service Act (42 U.S.C. 300gg–91)), group and individual health insurance coverage (as so defined), Federal health care programs (as defined in section 1128B of the Social Security Act (42 U.S.C. 1320a–7b)), and the program established under chapter 89 of title 5, United States Code. Such report shall include the following:

(1) Whether any coverage is provided for such items and services under the Medicare program.

(2) With respect to each State, whether such State provides for any coverage of such items and services under the State’s Medicaid program.

(3) With respect to Federal health care programs not described in paragraph (1) or (2), whether coverage for such items and services is provided under such programs.

(4) The extent to which coverage for such items and services is provided under group health plans and group and individual health insurance coverage.

(5) What types of such items and services are generally covered when coverage for such items and services is available.

(6) Any age cutoffs that are imposed with respect to coverage of such items and services when such coverage is provided.

(7) Barriers to coverage of such items and services (such as a lack of providers of such items and services).

(8) Whether group health plans and group and individual health insurance coverage are generally in compliance with the requirements of section 2726 of the Public Health Service Act (42 U.S.C. 300gg–26).

(9) Whether children with dyspraxia/DCD fail to meet the diagnosis criteria for such disorder once becoming adults and therefore lose coverage for such items and services.

(10) Recommendations as to whether the Centers for Medicare & Medicaid Services should issue guidance regarding coverage of such items and services under the Medicare and Medicaid programs.

(11) Recommendations on how group health plans and group and individual health insurance coverage may provide better coverage for such items and services.
