Section 1. Short title

This Act may be cited as the Mudslide Recovery Act.

(a) In general

Not later than 180 days after the date of enactment of this Act, the Secretaries concerned shall jointly establish a pilot grant program to make grants on a competitive basis to eligible recipients to implement innovative solutions to repair the damage caused by mudslides that occur after a wildland fire.

(b) Applications

To be eligible for a grant under this section, an eligible recipient shall submit to the Secretaries concerned an application at such time, in such manner, and containing such information as the Secretaries concerned jointly determine is appropriate.

(c) Definitions

In this Act:

(1) Eligible recipient

The term eligible recipient means—

(A) a State, an Indian Tribe, or a forestry agency of a State or Indian Tribe;

(B) a local government;

(C) a fire department; and

(D) a non-profit organization, including a homeowner association that assists communities located in an area with a risk of wildland fires.

(2) Secretaries concerned

The term Secretaries concerned means the Secretary of the Interior and the Secretary of Homeland Security, acting through the Administrator of the Federal Emergency Management Agency.

(3) State

The term State means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and any other territory or possession of the United States.

(d) Authorization of appropriations

There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2026 through 2032.
