TRANS Government Research Act

Notwithstanding any other provision of law, no Federal funds may be made available to directly or indirectly conduct, support, or fund covered research.

In this section:

The term covered research means research that studies the effects of—

(A) gender-related medical treatment; or

(B) any other means of altering the body or physical appearance of a person to no longer correspond to the sex of such person, including by—

(i) disrupting the natural development of the body of such person;

(ii) inhibiting the natural functions of the body of such person; and

(iii) modifying the physical appearance or attire of such person.

The term female means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes eggs for fertilization.

The term gender-related medical treatment means—

(A) with respect to an individual who is female, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not female, including—

(i) a surgical procedure, including—

(I) a vaginectomy;

(II) a hysterectomy;

(III) an oophorectomy;

(IV) the reconstruction of the urethra;

(V) a metoidioplasty;

(VI) a phalloplasty;

(VII) a salpingo-oophorectomy;

(VIII) a scrotoplasty;

(IX) the implantation of erection or testicular protheses;

(X) a subcutaneous mastectomy;

(XI) vocal cord surgery;

(XII) pectoral implantation; and

(XIII) penile transplantation;

(ii) an exogenous dose of testosterone or other androgen; and

(iii) a puberty blocker, including—

(I) a gonadotropin-releasing hormone (GnRH) agonist; and

(II) a synthetic drug that—

(aa) suppresses the production of estrogen and progesterone; or

(bb) delays or suppresses pubertal development; and

(B) with respect to an individual who is male, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not male, including—

(i) a surgical procedure, including—

(I) a penectomy;

(II) an orchiectomy;

(III) a vaginoplasty;

(IV) a clitoroplasty;

(V) a vulvoplasty;

(VI) an augmentation mammoplasty;

(VII) facial feminization surgery;

(VIII) vocal cord surgery;

(IX) a chondrolaryngoplasty;

(X) gluteal augmentation; and

(XI) uterine transplantation;

(ii) an exogenous dose of estrogen; and

(iii) a puberty blocker, including—

(I) a gonadotropin-releasing hormone (GnRH) agonist; and

(II) a synthetic drug that—

(aa) suppresses the production of testosterone; or

(bb) delays or suppresses pubertal development.

The term male means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes sperm for fertilization.

The term sex means the biological determination with respect to whether an individual is male or female.
