Section 1. Short title

This Act may be cited as the Defense Export Modeling Alignment for National Defense Act of 2026 or the DEMAND Act of 2026.

(a) In general

The Secretary of Defense shall include projected demand for foreign military sales, including any foreign military sales that are in progress, in—

(1) Any industrial base assessments conducted by the Secretary.

(2) Munitions production planning documents.

(3) Sustainment planning for major defense acquisition programs (as defined in section 4201 of title 10, United States Code).

(4) Decisions of the Secretary regarding production rate increases and capacity expansion of defense articles (as defined in section 644 of the Foreign Assistance Act of 1961 (22 U.S.C. 2403)).

(b) Objectives

In carrying out subsection (a), the Secretary shall seek to achieve the following objectives with respect to the defense industrial base:

(1) Expand production capacity.

(2) Stabilize critical suppliers and of the defense industrial base.

(3) Incentivize capital investment in critical production lines.
