Section 1. Short title

This Act may be cited as the Rebuilding with Resilience Act.

Section 2. Repair, restoration, and replacement of damaged facilities

Section 406(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(a)) is amended by adding at the end the following:

(5) Reduction of risk

The President shall collaborate with States and Indian tribal governments receiving a contribution under this section to ensure that, to the maximum extent practicable, repair, restoration, reconstruction, or replacement completed with that contribution substantially reduces the risk of, or increases resilience to, future damage, hardship, loss, or suffering.

Section 3. Nondiscrimination in disaster assistance

Section 308(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5151(a)) is amended by striking or economic status and inserting economic status, or political affiliation.
