Section 1. Short title

This Act may be cited as the Defending American Sovereignty in Global Pandemics Act.

(a) Prohibition

The United States shall not become a party to a convention, agreement, or other international instrument under the Constitution of the World Health Organization to strengthen pandemic prevention, preparedness, and response except pursuant to a treaty made under Article II, section 2, clause 2 of the Constitution of the United States on or after the date of the enactment of this Act.

(b) Funding restriction

The Government of the United States may not obligate or expend any funds for the World Health Organization beginning on the effective date of an agreement described in subsection (a) and ending on the date on which the Senate approves a resolution of ratification with respect to such convention, agreement, or instrument.
