Section 1. Short title

This Act may be cited as the Stop Funding Global Terrorists Act of 2024.

(a) In general

The United States may not make any voluntary or assessed contributions to the United Nations for assistance in Afghanistan until the Secretary of State certifies to the appropriate congressional committees that—

(1) no United States funds are used in cash shipments by the United Nations into Afghanistan; and

(2) no specially designated global terrorist organization receives funds as a result of such cash shipments.

(b) Revocation

If, after making a certification pursuant to subsection (a), the Secretary determines that such certification is inaccurate, the Secretary shall—

(1) revoke such certification; and

(2) provide to the appropriate congressional committees—

(A) a notification of such revocation; and

(B) a detailed justification for such revocation.

(c) Definitions

In this section:

(1) Appropriate congressional committees

The term appropriate congressional committees means—

(A) Committee on Foreign Relations and the Committee on Appropriations of the Senate; and

(B) Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.

(2) Specially designated global terrorist organization

The term specially designated global terrorist organization means an organization that has been designated as a specially designated global terrorist pursuant to Executive Order 13224 (50 U.S.C. 1701 note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).
