Section 1. Short title
This Act may be cited as the Extended Opportunity for Small Disadvantaged Businesses Act.
(a) In general
Section 7(j)(15) of the Small Business Act (15 U.S.C. 636(j)(15)) is amended in matter preceding subparagraph (A) by striking from the date of its certification and inserting the following: from the earlier of the date on which such small business concern is first awarded a contract pursuant to such section or the date that is two years after the date of the certification of such small business concern.
(1) In general
Beginning on the date on which subsection (a) takes effect, section 7(j)(15) of the Small Business Act (15 U.S.C. 636(j)(15)), as amended by such subsection, shall apply to a covered current 8(a) participant as if such section was in effect on the date on which such covered current 8(a) participant began participating in the program established under section 8(a) of such Act (15 U.S.C. 637(a)).
(2) Covered current 8(a) participant
In this subsection, the term covered current 8(a) participant means a small business concern that, as of the date on which subsection (a) takes effect—
(A) participates in the program established under section 8(a) of the Small Business Act (15 U.S.C. 637(a)); and
(B) has not been awarded a contract under such program.
(c) Regulations
Not later than 6 months after the date of the enactment of this Act, the Administrator of the Small Business Administration shall issue such regulations as are necessary to implement the amendments made by subsection (a).
(d) Effective date
Subsection (a) shall take effect on the date on which the Administrator of the Small Business Administration issues the regulations required by subsection (c).
