Section 1. Short title
This Act may be cited as the Recruitment Improvement for Service Excellence at VA Hospitals Act or the RISE Act.
Section 2. Requirement that non-citizen appointees in Veterans Health Administration are subjected to background investigations prior to employment
Section 7407(a) of title 38, United States Code, is amended—
(1) by inserting (1) before When; and
(2) by adding at the end the following new paragraph:
(2) A person may not be appointed under paragraph (1) unless the person has been subjected to a background investigation.
