Section 1. Short title

This Act may be cited as the Lobbying Disclosure Modernization Act.

(1) Filing

The second sentence of section 5(e) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1604(e)) is amended to read as follows: The Secretary of the Senate and the Clerk of the House of Representatives shall jointly use one publicly available website for receipt and recording of filings under this Act..

(2) Storage

Section 6(a)(9) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1605(a)(9)) by striking over the Internet, and inserting over the Internet on a website jointly maintained by the Secretary of the Senate and the Clerk of the House of Representatives,.

(b) Unique identifier

Section 6(a)(3) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1605(a)(3)) is amended—

(1) by striking and at the end of subparagraph (A);

(2) by adding and after the semicolon the end of subparagraph (B); and

(3) by adding after subparagraph (B) the following:

(C) a system that assigns a unique identification number for each lobbyist for whom a registration or report is filed under this Act and discloses such identifier to the public as structured data as part of the lobbying disclosure downloads;

(c) Deadline

The Secretary of the Senate and the Clerk of the House of Representatives shall have one year from the date of enactment of this Act to fulfill the requirements of the amendments made under this section.
