To direct the Secretary of State to host regular U.S.-Africa Leaders Summits, and for other purposes.

The Secretary of State shall, subject to the availability of funds, host one U.S.-Africa Leaders Summit every four years or more frequently as appropriate, to strengthen ties and promote cooperation with African leaders, as well as civil society, business, diaspora, women, and youth leaders.

The Secretary of State should host one U.S.-Africa City Summit (Mini Summit) every four years, to take place two years after the most recent U.S.-Africa Leaders Summit described in subsection (a), across cities in Africa or the United States, or more frequently as appropriate, to promote subregional cooperation and serve as a catalyst in fostering engagement with representatives of government, civil society, business, academia, youth, culture and the arts, the African diaspora community, and underrepresented groups.

The Secretary of State is authorized to establish within the Bureau for African Affairs of the Department of State a U.S.-Africa Leaders Summit implementation unit responsible for overseeing the implementation of commitments made at summits described in this section.

The duties of the implementation unit authorized by this subsection shall include—

(A) tracking and ensuring implementation of commitments made during U.S.-Africa Leaders Summits;

(B) liaising with interagency partners and the National Security Council regarding implementation of summit commitments;

(C) facilitating meetings and engagement of the President’s Advisory Council on African Diaspora Engagement; and

(D) reporting quarterly on a public website of the Department of State regarding progress to accomplish summit commitments and status of commitments across Federal departments and agencies.
