Section 1. Short title

This Act may be cited as the Ratepayer Funding Alternative Act.

(a) In general

The Secretary of Energy, in consultation with the heads of other relevant Federal agencies, shall develop, with respect to the fish and wildlife program of the Bonneville Power Administration, alternative funding options that do not pass the expense of the program on to the power and transmission service customers of the Bonneville Power Administration.

(b) Report

Not later than 6 months after the date of the enactment of this Act, the Secretary of Energy shall submit to each of the Committees on Appropriations for the House of Representatives and the Senate a report that describes the alternative funding options developed under subsection (a).
