Section 1. Short title

This Act may be cited as the Reduce Bureaucracy to Uplift Families Act.

Section 2. Limitation on percentage of funds made available that may be used for administrative expenses

Section 404(b) of the Social Security Act (42 U.S.C. 604(b)) is amended—

(1) in paragraph (1), by striking 15 and inserting 10; and

(2) in paragraph (2), by inserting, or for case management needed to assist individuals with developing an individual responsibility plan pursuant to section 408(b) before the period.

Section 3. Limitation on percentage of qualified State expenditures that may consist of certain administrative expenses

Section 409(a)(7)(B)(i)(I)(dd) of the Social Security Act (42 U.S.C. 609(a)(7)(B)(i)(I)(dd)) is amended by striking 15 and inserting 10.

Section 4. Effective date

The amendments made by this Act shall take effect on October 1, 2025.

Section 5. Two-year reauthorization of the Temporary Assistance for Needy Families program

Activities authorized by part A of title IV (other than under section 403(c) or 418) and section 1108(b) of the Social Security Act shall continue through September 30, 2026, in the manner authorized for fiscal year 2023, and out of any money in the Treasury of the United States not otherwise appropriated, there are hereby appropriated such sums as may be necessary for such purpose.
