Countering Chinese and Russian Support for the Taliban Act

Section 1. Short title

This Act may be cited as the Countering Chinese and Russian Support for the Taliban Act.

(a) In general

Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of State shall submit to the appropriate congressional committees a report on Chinese and Russian malign influence in Afghanistan.

(b) Elements

The report required by subsection (a) shall also include the following:

(1) A description of the relationship between the Taliban and the Chinese Communist Party, including any military or intelligence cooperation between the two.

(2) A description of the relationship between the Taliban and the Chinese extractives industry, including—

(A) an identification of Chinese companies specializing in critical minerals, oil, or gas that have entered into contracts with the Taliban; and

(B) a description of those contracts.

(3) A description of the relationship between the Taliban and Russia, including—

(A) a description of any military or intelligence cooperation; and

(B) a description of Russian attempts to recruit Afghan soldiers for military operations against Ukraine or for other malign reasons.

(c) Form

The report required by subsection (a) shall be submitted in unclassified form, but may contain a classified annex.

(d) Appropriate congressional committees defined

In this section, the term appropriate congressional committees means—

(1) the Committee on Foreign Affairs, the Committee on Armed Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and

(2) the Committee on Foreign Relations, the Committee on Armed Services, and the Select Committee on Intelligence of the Senate.
