Section 1. Short title

This Act may be cited as the Government Responsibility in Awarding New Tender Act or the GRANT Act.

(a) Publication on website required

Except as provided for in subsection (b), not later than 1 year after the date of the enactment of this Act, the head of each agency that awards discretionary or competitive grants shall include on the home page of the website of the agency a clearly visible link to a page that includes the following information:

(1) A name and description of each discretionary or competitive grant the agency awards.

(2) Application information and requirements for each such grant, including a deadline for applying, required supplemental information and documentation, appropriate contact information, estimated response times, and other recommended awards related to that grant.

(3) Technical assistance to help an applicant find and apply for a discretionary or competitive grant, including reference pages, webinars, tutorials, and a question and answer section.

(b) Extension for compliance

The head of an agency may extend the deadline described in subsection (a) by 6 months upon submission of a written request to Congress if there is any unforeseen event that prevents compliance by the deadline.

(c) Certification for compliance

Not later than 6 months after the date of the enactment of this Act, the head of any agency that is in compliance with the requirements of this section shall submit to Congress a certification that the agency is in compliance.

(d) Annual reports required

Not later than December 1 of each year, the head of the agency shall submit to Congress a report on the number, value, and recipients of discretionary or competitive grants awarded through the website page required pursuant to subsection (a).

(e) Definitions

In this section:

(1) Agency

The term agency has the meaning given that term in section 551 of title 5, United States Code.

(2) Discretionary or competitive grant

The term discretionary or competitive grant means funds provided by an agency for which the agency selects the award amount and recipients from among all eligible applicants consistent with the legislative and regulatory requirements and selection criteria established for a program.
