Section 1. Sense of Congress

It is the sense of Congress that, consistent with title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1611 et seq.), aliens who are present in the United States without lawful status under the immigration laws (as such term is defined in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101)) should not receive any benefit under the Medicare program or under the Medicaid program.
