Section 1. Short title
This Act may be cited as the Halt the Invasion Act.
(a) In general
The Federal Government may not obligate or expend any funds to regain control of, access, or otherwise interfere in activities carried out by the State of Texas in the vicinity of Shelby Park in Eagle Pass, Texas, without the consent of the State of Texas.
(1) In general
Subject to paragraph (2) and subsection (d), not later than March 30, 2025, and annually thereafter, the Federal Government shall reimburse the State of Texas an amount equal to the costs incurred by the State of Texas to maintain control of Shelby Park in Eagle Pass, Texas, over the immediately preceding calendar year.
(2) Limitation
Amounts reimbursed pursuant to paragraph (1) may not exceed the costs incurred by the Federal Government if the Federal Government had maintained control of Shelby Park in Eagle Pass, Texas, over the immediately preceding calendar year.
(c) Rule of construction
Nothing in this section may be construed to prohibit the Federal Government from obligating or expending funds for any other purpose in the State of Texas other than those described in subsection (a).
(d) Sunset
This section shall not terminate if the State of Texas provides to the Federal Government and makes publicly available by not later than the 15th of every month monthly data with respect to the immediately preceding month regarding the number of criminal arrests of illegal immigrants and drug seizures, and any other relevant border security data, collected by the State of Texas. If the State of Texas does not so provide or make publicly available for more than two consecutive months such monthly data, this section shall terminate on the date that is one year after the date of the enactment of this section.
