Section 1. Short title

This Act may be cited as the Transit Emergency Relief Act.

Section 2. Public transportation emergency relief program

Chapter 53 of title 49, United States Code, is amended—

(1) in section 5324, by adding at the end the following:

(g) Funding availability

The amounts appropriated or made available under section 5338 to carry out this section for a fiscal year—

(1) shall remain available until expended;

(2) shall be in addition to amounts otherwise available to carry out this section for each fiscal year; and

(3) may be obligated for the current or prior fiscal year eligible expenses under this section.

(h) Labor standards

Notwithstanding subsection (d)(1), a grant under this section shall be subject to the requirements of section 5333.

(1) ; and

(2) in section 5338(a)—

(A) in paragraph (1)—

(i) in the matter preceding subparagraph (A), by inserting 5324, after 5318,;

(ii) in subparagraph (C), by striking $13,990,000,000 and inserting $14,040,000,000;

(iii) in subparagraph (D), by striking $14,279,000,000 and inserting $14,329,000,000; and

(iv) in subparagraph (E), by striking $14,642,000,000 and inserting $14,692,000,000; and

(B) in paragraph (2)—

(i) in subparagraph (N), by striking and at the end;

(ii) in subparagraph (O)(ii), by striking the period at the end and inserting; and; and

(iii) by adding at the end the following:

(P) $50,000,000 for each of fiscal years 2024 through 2027 shall be available for the public transportation emergency relief program under section 5324.
