Official title: A bill to permit the Secretary of the Interior to enter certain leases for fire capitalization improvements.

Authorizes the Secretary of the Interior to use funds made available to control wildland fires: (1) to enter into non-competitive sole source leases of real property with local governments, at or below fair market value, to construct capitalized improvements for fire facilities on such leased properties; and (2) to make advanced payments for any such lease or for construction activity associated with the lease.
